Some will credit local government accounts which local governments are not signatories to. They put it in the account created by the state and withdraw the money.

So, no local government in Nigeria has access to 50 percent of its monthly allocation except for two States; Ekiti and Jigawa states. Rivers State has also joined. Only these states are complying and working in tandem with the provisions of the constitution.
